Congress May Order Insurers to Cover More Mental Illnesses
As the public stigma over mental illness fades, the U.S. Senate is poised to require health insurance companies to provide coverage for psychiatric disorders that is comparable to what they offer for other medical conditions. The legislation will confront the question of which types of mental illnesses should be covered.
Patients' Rights Debate Comes to A Head in House This Week
After two delays in as many weeks, crunch time arrives this week for the U.S. House Republican leadership and President Bush over proposed patients' rights legislation. The Republican leaders can put the legislation to a vote, or else brace for what could be a long, politically hot August, as Congress nears its scheduled Friday departure for a month-long recess. Unlike other long-stalled issues, such as campaign finance reform, the patient protection debate has a direct impact on people. Two rival proposals - one backed by the White House and one by a bipartisan group of lawmakers - would both regulate health maintenance organizations (HMOs) and insurers that provide health care for most Americans. The major difference is over whether to cap the amount of jury awards in personal injury lawsuits. For patients and their families, the legislation also could mean easier access to a pediatrician, the ability to pick a doctor, or the right to appeal an HMO decision to an independent medical board.
